NDC ENFORCES STRICT RULES FOR CONSTITUENCY ELECTIONS: NO PROXY VOTING, THREE ACCEPTED IDs.

The National Democratic Congress (NDC) has introduced strict electoral protocols for its upcoming Constituency Executive Elections, prohibiting proxy voting and limiting voter identification to three approved documents.

The measures, outlined in a press release dated October 13, 2026, and signed by the party’s General Secretary, Fifi Fiavi Kwetey, are intended to ensure a peaceful, transparent and credible electoral process across the country.

The directive highlights four key areas: voting procedures, voter identification, the handling of Women’s and Youth Conference ballots, and the election of the party’s “Other Eight” constituency executive positions.

Under the new guidelines, proxy voting is strictly prohibited. Delegates must be physically present at their respective polling centres to cast their ballots.

The directive means no delegate will be permitted to vote on behalf of an absent colleague, reinforcing the requirement for personal participation in the electoral process.

The party has approved three identification documents for validating delegates before they vote.

These are:

- A valid Voter ID card.

- An NDC Party ID card (plastic card).

- A Ghana Card.

Delegates must present at least one of the approved identification documents to establish their eligibility to vote.

The NDC has also directed that ballots cast during the Women’s and Youth Conferences must be kept separately and counted only after voting in the main Constituency Executive Elections has concluded.

The measure establishes a specific procedure for managing ballots from the two conferences and distinguishes their counting process from that of the main constituency elections.

For elections involving the party’s “Other Eight” constituency executive positions, each delegate is entitled to cast only one vote.

The party has expressly prohibited tally voting for these positions, requiring delegates to adhere to the one-delegate, one-vote principle.

On security and election administration, the NDC has assigned the Ghana Police Service responsibility for security at all election centres.

The Electoral Commission of Ghana is expected to conduct and supervise the electoral process, with support from the various Constituency Election Committees.

The party has urged all aspirants, delegates and Constituency Election Committees to familiarise themselves with the new protocols and comply fully with the directives.

The measures come as the NDC prepares for its constituency-level elections, a critical stage in the party’s internal democratic process ahead of its National Congress.

Strict enforcement of the guidelines could help minimise irregularities, reduce disagreements over voting procedures and promote confidence in the outcome of the elections.

However, the effectiveness of the new rules will ultimately depend on their consistent application by election officials, the cooperation of aspirants and delegates, and the ability of the relevant security and supervisory institutions to discharge their responsibilities impartially.
